<b>What is the state’s Cold Weather Rule? I hear that it stops utilities from disconnecting your utilities during the winter. What is considered winter as part of the plan?</b>

According to the Kansas Corporation Commission, electric, natural gas and water utilities regulated by the KCC must follow the Cold Weather Rule. The rule generally prevents those utilities from disconnecting a customer for nonpayment, if the weather is forecasted to be below 35 degrees during the next 24 hours. The rule, according to Black Hills Energy — the city’s largest natural gas provider — is only in place from Nov. 1 through March 31.

So will they reconnect it if we were to go through a warm patch in december, get disconnected, then it gets freezing again in january?

It's my understanding you will have to pay your past due bill plus the reconnect fee, and you'll have to wait in line to be reconnected.

Yes if there is a warm patch they can disconnect your service if the weather isn't forecasted to go below 35 degrees within the next 72 hours. Between Nov 1 and March 31 you would have to pay only 1/12th of the bill plus a reconnection fee to have your service restored. You would not have to pay the ENTIRE past due bill.

Or you could get a second job for minimum wage and pay your bill like the rest of us. Maybe turn your thermostat to a cooler setting. Get a roomate to help offset expenses. Walk to work. Get rid of your cell phone. I can think of a lot of things to do besides seeing how to play the game.

thank god someone is here to help me figure this out. i never considered paying my bill, or making personal sacrifices in order to do so. we need more common sense, pull yourself up by your bootstraps kind of people to straighten out the slackers, takers, tokers, and jokers.
