<b>What is the state’s Cold Weather Rule? I hear that it stops utilities from disconnecting your utilities during the winter. What is considered winter as part of the plan?</b>
According to the Kansas Corporation Commission, electric, natural gas and water utilities regulated by the KCC must follow the Cold Weather Rule. The rule generally prevents those utilities from disconnecting a customer for nonpayment, if the weather is forecasted to be below 35 degrees during the next 24 hours. The rule, according to Black Hills Energy — the city’s largest natural gas provider — is only in place from Nov. 1 through March 31.
