Megan Gilliland, the city’s communications manager, provided this information: The amount of traffic at this intersection is not sufficient to meet the Kansas Department of Transportation’s criteria for consideration of a separate left-turn signal phase; traffic on Michigan would have to increase over seven times. In addition, the road would have to be widened approximately seven feet in order to accommodate a separate left-turn lane; this would also require installation of new traffic signal mast-arms.
