As the city has struggled to give raises to its employees recently, has city management ever considered giving employees a discount on utility bills as a way of compensating them?
City Manager David Corliss provided this response:
“It would not be appropriate for any city employee to receive a discount on their utility bills. I would strongly recommend against such a practice.
“I have recommended funding of merit increase compensation for city employees for 2009 and 2010, and full funding of longevity payments for city employees, because I recognize the importance of retaining the quality work force the city of Lawrence enjoys.
“While not at past levels of compensation funding for employees, the funding appears appropriate given the economic and fiscal challenges that we continue to face.”
