Why wasn't that 15-year-old who drove through Panera Bread Company given a citation? She only had a permit and illegally had somebody in the car with her, and obviously wasn't driving to school or work?


Lawrence Police Sgt. Mike Pattrick said a citation was not issued in the accident because it occurred on private property. Kansas statute limits drivers with restricted licenses to driving to and from work and school by the most direct route. It also prohibits drivers from transporting nonfamily members under the age of 18. However, the statute specifically states that violations must occur on a public road, in this case a city street, Pattrick said.
