State policies allow alcohol to be consumed on university property only when it is included with a fund-raising event. At first, KU officials planned to use the money for the marching band. After Sept. 11, they switched to use tailgating as a fund-raiser for the victims of terrorism. Of the total raised, $466 will go to the KU band and $9,331.50 to the Families of Freedom Scholarship Fund, spearheaded by former Kansas Sen. Bob Dole and former President Clinton.
